Profile
Takeshi Hieda is a professor at Graduate School of Law, Osaka Metropolitan University, Osaka. He was an assistant professor at Waseda University between 2010 and 2012, and an associate professor at Osaka City University between 2012 and 2016. His research interests are in comparative political economy in advanced industrialized countries, comparative welfare states, comparative social policy, and so forth. His Ph.D. dissertation explored political determinants of cross-national variations of long-term care policy for frail elderly people at Department of Political and Social Sciences, European University Institute, Florence. His journal article based on his Ph.D. thesis is awarded with the Early Stage Career Researcher Prize of 2012 by Social Policy & Administration. The revised dissertation #IPolitical Institutions and Elderly Care Policy: Comparative Politics of Long-Term Care in Advanced Democracies#IR was published as a book from Palgrave Macmillan in 2012. His current research project explores the impacts of partisan politics on social protection programs against "new social risks," such as reconciliation between paid-work in labor market and unpaid-work in households, poverty among lone parents, and precarious employment among low-skilled workers. His articles have appeared in academic journals such as #IParty Politics#IR, #IEuropean Journal of Political Research#IR, #ISocial Policy & Administration#IR, and other Japanese journals.

    This article examines the political determinants of the variations in active labour market policies across advanced democracies. Specifically, it investigates the conditions under which a welfare state accommodates rather than disregards the interests of labour market outsiders. Relying on the literature on post-industrial electoral realignment, this article argues that ideological orientations not only in socio-economic but also in sociocultural dimensions dictate the policy preferences of political parties for labour market programmes. This study then hypothesizes that libertarian governments are more likely than authoritarian governments to support human capital formation of labour market outsiders. An analysis of cabinet-based periodization data of 21 advanced industrialized countries from 1985 to 2017 shows that left- and right-libertarian governments favour public spending on active labour market programmes, thereby supporting this study’s hypothesis. Furthermore, it also reveals that while left-libertarian governments increase expenditures for direct job creation schemes, right-libertarian ones do so for employment assistance and training programmes.

    Based on an ideational approach, a burgeoning body of literature directly measured the populist attitudes among supporters of populist parties. However, few empirical works have examined whether these attitudes among voters also explain their preferences for politicians whom a political-strategic approach regards as populists. In addition, no research verified the applicability of individual populist scales to non-Western countries. To overcome these shortcomings, this study assesses populist attitudes among Japanese citizens and explores whether a respondent with these attitudes tends to vote for populist politicians in Japan. We conducted an online survey after the 2017 Tokyo Metropolitan Assembly election. Survey results revealed that the supporters of the Tokyoites First Party – a typical populist party in a political-strategic sense – lack the quintessential elements of populism. Further, several subcomponents of populist attitudes led to support for the Japanese Communist Party – a radical leftist party.

    This study compares the attributes of individuals supporting right-wing and left-wing populist parties, relying on a two-dimensional occupational class scheme. To clarify the intervening structure among occupational class, political orientations, and party preferences, this study analysed the cumulative data of the European Social Survey (ESS) Rounds 4–8 (2008–2017) from 22 European countries, using a mixed-effects logit model and a mediation analysis method recently developed for a logit and probit model. Using a rigorous approach, the empirical results reveal that while right-wing populist parties depend on a cohesive coalition among the lower rung of vertical occupational class scheme, the left-wing ones are supported by a fragmented cross-class alliance that are divergent in terms of anti-establishment sentiments and political orientations in a socio-cultural dimension. These results imply that the social foundation of right-wing populism is more consolidated than that of left-wing populism.

    This study compares the attributes of individuals supporting left-wing and right-wing populist parties. This study claims that a citizen’s occupational class shapes their preference for populist parties by forming their political orientation and ideology. Contrasting to previous research’s unidimensional approach, this study defines an individual’s social class position in terms of horizontal as well as vertical dimensions of class structures. To assess the effects of social class on individual preferences for populist parties, this study analyses the data of the European Social Survey (ESS) Round 7 (2014–2015) from 12 Western European countries, with multi-level logistic regression models. The empirical results reveal that an individual’s class position in the horizontal as well as vertical dimensions influence their preference for both types of populist parties. Additionally, the regression analyses find that, while a high anti-establishment attitude drives a respondent to support both types of populist parties, their degree of Euroscepticism only influences their preference for right-wing populist parties.

    This essay analyzes the way to improve the linkage between a theoretical model and empirical analysis in political science. Based on Goertz (2005), first, I exemplify that classifying concepts into three levels and rigorously conceptualizing the relationship among basic and secondary-level concepts contribute to assessing the validity of her theoretical model. Second, I show that conceptual analysis also facilitates a case selection. According to the Possibility Principle, only cases where the outcome of interest is possible should be treated as negative ones; cases there the outcome is impossible should be considered uninformative and irrelevant. Probing set relations among explanatory and explained factors allow a researcher to distinguish negative cases from irrelevant cases. Third, through critically appraising my own research, I demonstrate that fuzzy-set analysis can heighten concept-measurement consistency. When inventing a theoretical model through natural language, a researcher tends to develop a complex model with categorical set relations. However, empirical data usually have continuous values in reality. Fuzzy-set analysis adapts continuous data to set relations and enables a researcher to analyze necessary/sufficient conditions among them.
