    We classified 258 public astronomical observatories into three forms. In this research, we investigated the observation room features of the public Astronomical Observatory. As a result, the following findings were revealed. 1 Independent type: Many in the urbanization Control Areas, the telescope's aperture is small. Movable roof are mostly double-opening type. 2 Simultaneous type: Functions other than the observation room are diversified. Movable roof are mostly single open type. 3 Combined type: The diametere telescope is large. Movable roof are mostly upper and lower type. Questionnaire survey revealed problems and ideas by form.

    For landscape characteristics of the fireproof buildings belt in Tottori City, the following was revealed. There has been uniformity in the height and roof. Form design and color is, there was uniformity in the upper side of the facade of the arcade. However, in the lower side of the facade of the arcade there was no uniformity. Therefore, it is necessary to set the detailed criteria for each city blocks to match the existing state of landscaping and fireproof buildings belt divided into upper and lower.

     This research aims to clarify the history of the Amahou Line and the reality of land readjustment along the line. The Amahou Line was originally planned as a line of the Takarazuka Amagasaki Electric Railway Co., Ltd., but the idea to make it an elevated railway was abandoned because of a city planning problem. Accordingly, it was reconstructed as a limited highway, and it became the first limited highway in the Kansai region.<br> Land readjustments along limited highways were planned and decided during wartime. The linear land readjustment along a limited highway in Kyoto is well known as a precedent among those carried out by the six major cities in Japan, and it is positioned as a rare case of land readjustment that covers a wide area of a region. Because the Amahou Line covered the three municipalities of Amagasaki, Itami, and Kohama, it was planned for land readjustment by a public organization under the initiative of the Hyogo Prefecture. Judging from the arrangement of pedestrian paths, the Amahou land readjustment project is supposed to have close relations with the city planning of green spaces in Nishimuko; the readjustment project was supposedly planned as part of air defense city planning during the wartime. Specifically, the project was planned and formulated to begin with the south side of the Amahou Line close to the restricted industrial district, but only part of the facilities was constructed before the end of the war.<br> Discussions were held on how to deal with the project, and decreasing the size of the project was discussed in accordance with the guidelines drawn for the postwar policy of boom cities, as observed in Hirohata and Takasago where an industrial city plan was formulated during wartime. Eventually, however, the project did not materialize, and the Amahou Line was extended as part of another road project after the war.<br> As stated above, the Amahou Line was the first limited highway in the Kansai region that was converted as part of the project to construct a railway line. An extensive land readjustment by a public organization was planned along the Amahou Line positioned as a special case during wartime. The plan had contents that were affected by air defense city planning during wartime, and it was formulated in combination with city-planned green spaces. It was also positioned as a typical land readjustment by a public organization from the wartime period to the postwar period because the same measure implemented for new industrial city planning was taken to conclude the project after the war.

     Restoration undertakings with administrative support can lately be found not only in important preservation districts for groups of historic buildings but also in urban districts, and efforts are being made to maintain and preserve excellent townscapes and improve landscapes. One of the ways to undergo restoration is through receiving subsidies by meeting the requirements mandated by the Ministry of Land, Infrastructure, Transport and Tourism. In particular, undertakings for townscape improvement are based on “MACHIDUKURI agreements” concluded by the residents of a district, and are positioned as resident-driven undertakings.<br> Undertakings for townscape improvement characteristically involve building pocket parks, beautifying roads, and restoring housing, all of which are necessary to create excellent townscapes. However, only a few undertakings for townscape improvement have been integrally completed in combination with restoration of housing and widening of roads. Using setbacks is one of the approaches to widening roads, and the shopping district of Soja city is one of the districts that adopted this approach. There are no parks in the shopping district, and roads wider than six meters account for less than 10% of the total roads in the district. Therefore, setbacks of housing walls were planned and carried out. Instead of using the space created by the setbacks for roads, as stipulated in the Building Standards Act, the space created in the district was used as building lots. Creating a boundary area between a road, a public area, and housing, a private area, makes it possible to widen a road even in shallow premises. In this way, clarifying how a townscape created by a setback was restored and analyzing how it is being utilized can give clues for new planning methods for undertaking townscape improvement.<br> Consequently, it was made clear that most restored buildings failed to achieve the initial objective of “preserving townscape with traditional flavor” because the spaces created by the setbacks were used as parking lots, though they secured the two meters stipulated by the MACHIDUKURI agreement. Because the city's east side has many traditional buildings that are highly valuable from a historical viewpoint, the city is required to give consideration to preserving the townscape and building a continuous townscape. The same issue arises not only for buildings but also for open spaces and parking lots. It is also a problem that some buildings do not meet the color and roofing standards set by the MACHIDUKURI agreement. It was originally planned to build pocket parks and community facilities as spaces for relaxing, but only three pocket parks were eventually built. As a result, the total area of pocket parks accounts for only 0.7% of the whole area of the district. That is, the greatest problem of this undertaking is that the spaces for relaxing inside the district were scarcely improved, although restored buildings offered better living environments.<br> In the future, therefore, it will be crucial to increase residents' awareness of landscapes and townscapes in order to achieve a better living environment in districts with many traditional buildings. At the same time, it will be necessary to discuss measures not only for the restoration of each building but also for the improvement of the landscape of the whole townscape.

     In 1952, Tottori City experienced a great fire, said to have been the largest in the postwar period, which destroyed approximately 70% of the city area. In recovering from this fire, Tottori City aimed to become a “fireproof city” and implemented the “Tottori City Fire Revival Land Readjustment Project' over approximately 180ha (540, 000 tsubo) centered on the area that was razed. Under this project, parks and areas of land for public use were also created. The project was the first to be implemented following the enactment of the Fireproof Building Promotion Law and is positioned as an important case example in that it became the basis for subsequent policies. Because park creation and improvement were pursued during fire reconstruction—a period of emergency—Tottori City has distinctive park planning, with numerous irregularly shaped parks located throughout the city. This causes significant limitations to the installation and utilization of playground equipment. The aim of this study, therefore, is to clarify the history of park planning in Tottori City, begun with the implementation of the “Tottori City Fire Revival Land Readjustment Project” after the Tottori Great Fire in 1952, as well as the characteristics of park spaces in the city.<br> Initially, “Tottori City Fire Revival Land Readjustment Project” planning policies were formulated using as a reference the relocation of cemeteries as part of war damage reconstruction and, in the early stages, planning techniques introduced in war damage reconstruction were positioned as case examples for urban planning for general regional cities in the event of an emergency, fire-reconstruction situation. Furthermore, although the Tottori City case is famous as the first example of the introduction of fireproof building zones, it is also positioned as an important case in the sense of enlarging upon the cemetery-relocation planning method. Under the circumstances taking place following the Great Tottori Fire, the parks created by effectively utilizing limited sites, such as through the relocation of cemeteries, varied tremendously in shape, size, and other site characteristics. In terms of space characteristics, too, park functions were deliberately separated into playground spaces and plaza spaces, etc., and it can be said that the irregularity of park sites was taken into consideration when planning the locations of playground equipment and facilities, and securing areas for plazas. A topic for the future is to verify the uniqueness of park planning methods of Tottori City, comparing to park planning of disaster reconstruction planning in regional cities.

    After the Meiji Restoration, many hydroelectric plants were made, and it accounted for 80% of the whole until high-growth period. In this study, we investigated 22 hydroelectric plants in the Chugoku region. As a result, the following findings were revealed. (1) Plan: The area of generator room is big and high-ceilinged. (2) Facade and Design: At several hydroelectric plants, we can see Western-style design such as full-centered arch window. (3) Remodeling: Electric equipment had renewed, but base plan and facade is preserved. These hydroelectric plants are valuable sample for understand modern architecture in Sanindistrict.

    The purpose of this report is to clarify the located issue of kids refuge houses to call emergency number 110, case study on 20 elementary school area in old Matsue city. Kids refuge houses have been needed since 1990s, because of increase of atrocious crime. Police and prefectural government put ahead that volunteer puts kids refuge houses into school route. In this research, it is clear that kids refuge houses at urban area are shops and at rural are dwellings. In urban area, there is no balance of distribution of kids refuge houses, because a large number of that concentrate at commercial area. On the other hand, in rural area, many kids refuge houses are difficult to use because of put on private dwellings.

    In this study, we focused on the large-scale wooden public buildings in Shimane Prefecture, and researched on wood procurement and production system. As a result, the following findings were revealed. 1) For wood preparation, local governments provide the preparation period by publishing the information of building. 2) For the preparation of drawings and construction suppliers, production systems are different depending on the size and the person in charge of local government. 3) For corresponding to the demand of locally produced material, regional organizations must increase the stock of wood, and it is necessary that various timber factories work together.

     Today, the central urban districts of many cities are formed based on city plans implemented after World War II. These plans succeed infrastructures developed during the postwar reconstruction period. After the postwar reconstruction, urban districts throughout Japan have been transformed into effective street spaces through various planning measures. The “building setback” method is one such measure to develop street spaces. Since 1971, Okayama City—under the leadership of Yoshihito Tani, the then chief of the building guidance section of the city—has implemented a measure called the setback method for developing its street spaces. In this method, the municipal government requests relevant buildings being built to be set back from the street, with no easing measures provided. The method was advocated and introduced by the then mayor Hirao Okazaki, who hoped to improve the landscape of the downtown area, where the streets seemed oppressive. This study defines characteristics of the urban district in Okayama City by determining how the street spaces developed through the setback method are how they are maintained and utilized today.<br> Following are the findings on the present situation of the setback method. More than 240 buildings on four major streets follow the setback method today. The number includes many shops and small residential houses for which satisfying the voluntary guidance criteria of the method was believed to be challenging because of the supposed reduction in sales floor area for shops, which in turn may result in reduced sales, or the supposed difficulty caused by physical restrictions of the small houses. Notably, over 40 percent of the buildings on all four streets follow the setback method to the expected extent, and in some cases, they meet more than the expected criteria. Because the maintenance of the setback areas is the responsibility of the owners of the respective buildings, some of these areas suffer a lack of care in terms of maintaining a green cover or insufficient consideration for the landscape with the passing of the years. Rules for maintenance of the setback areas are expected to be reconsidered, and support by the city will be necessary in the future. Furthermore, a lack of unity among the buildings makes it difficult for the district to conduct evaluations as part of city planning, and this becomes another issue about postwar architectural heritage to be solved. Many aspects of buildings and cities developed after the war remain unexamined. Reassessment of buildings built under the setback method will be necessary for their fair appreciation before they are demolished. Suggestions for landscaping policies will be a future theme.

     This paper describes about building time, types and location of welfare facilities of <i>Hirohata Works</i> built by <i>Nippon Steel Co.Ltd. (NSC)</i> before W.W.II. <i>Hirohata Works</i> was one of typical example of the factory located on near the consuming place in 1930's and the first factory for <i>NSC</i> in that type. <i>Hyogo</i> prefecture led development on <i>Hirohata</i> with their ideal city planning. On the other hand, <i>NSC</i> built various welfare facilities for their workers as important urban facilities. However <i>NSC</i> sorted welfare facilities by job-ranking grade and product function.     Two recent projects for the selection of planning heritages in USA and Australia are reported systematically. Great Places in America is a flagship program of American Planning Association, which purpose is to make people recognize the values of city planning by celebrating places of exemplary character, quality, and planning. Urban and Town Planning Thematic Heritage Study is a leading academic survey for extending the concept of national heritages by the team of planning historians commissioned by the Commonwealth Department of the Environment, Water, Heritage and the Arts. By comparison between these projects, contrasting view points for planning heritages are reconfirmed.

     The purpose of this study is to investigate the components of new industrial city planning and land development in the Bansyu Coastal Industrial Zone during WWII using Hirohata, Aboshi, and Takasago as case examples. In this paper, landfill projects, building of wide-ranging roads, and land reallocation projects at each city will be reviewed according to the official city plan. Full-scale industrialization in the Bansyu area began with the Hirohata Steel Works in 1934. This plant site development method was used for the landfill projects planned in Hirohata, Aboshi and Takasago. Meanwhile, the Public Body Enforcement Land Readjustment Project was used as the standard for building wide-ranging roads. At Hirohata, they built wide roads to serve as fire lines to support air defense and allocated schools and parks properly in each urban block. Consequently, the contents of the plan were found to be similar to a neighborhood unit.

    Parks are equipped with various urban functions, and the basic parks are especially familiar to local resident's life. In Mizushima, basic park plan was drawn up before World War II, and maintenance has been carried out continuously. On this paper, we analyzed plan circumstances and space characteristic about basic parks. The results are summarized as follows; Location of parks changes to corner lot type or passed type from island type. Some equipment (horizontal ladder and pond) were removed, and rest stations were added by residents' request. In new parks, the space of play equipment and open space were divided clearly. Although the number of planting and play equipment was not constant at first, in new parks, it became constant regardless of size.

    This research aims to examine the company towns of Hitachi, Ltd. and the residential area plans formulated by Yoshikazu Uchida during World War II, focusing on the Hitachi, Taga, and Mito works. Yoshikazu Uchida, who was Japan's leading authority in city planning and housing policy during the war, designed advanced residential area plans for Hitachi, with reference to Western housing and the neighborhood unit. It has been recognized that his work illustrates some of the possible theoretical achievements in city and residential area planning at that time.

    The purpose of this paper is to clarify the relation between the industrial development of Mito works of Hitachi, Ltd. and official city plan of Katsuta during WWII. Uchida Yoshikazu, professor of Tokyo Imperial University, the most authority figure of architecture, planned company housing and Town plan of Hitachi, Ltd. His plan was followed the theory of the neighborhood unit. Katsuta official city plan was draw up street plan but it was followed an existing road improvement plan. Since then, additional street plan was instituted beyond the land readjustment area and surround all over the Mito works. Katsuta land readjustment plan was followed the theory of the neighborhood unit, too. Consequently, the industrial development of Mito works and Katsuta official city plan was closely related. But the neighborhood unit plan was not realization and normal land readjustment was practiced.

    The Emperor Taisho is known for having visited all prefectures except Okinawa on his Crown Prince days. The Emperor visited San-in region about one month from May 10 on Meiji 40. This was the first official Emperor "gyokei" for region visiting. And it is supposed that the way visiting regions of Emperor has changed significantly after this. In this study, I examined historical records about the accommodation of the Emperor in Shimane Prefecture. As a results, actual usage of various accommodation, visit facilities, lunch places, and rest area, etc. has been revealed. And, it became clear that the facilities of the attendant person are also formulated and classified.

    This paper examines land selection process for new factory and development of worker's settlement by <i>Nippon Steel</i> Co.Ltd. in the 1930's from 3 scales, region, city and settlements. It was first time for <i>Nippon Steel</i> to construction of factory at a place near big cities. That location was a general tendency of at that time. Japanese government and <i>Hyogo</i> Prefecture restricted development by <i>Nippon Steel</i> aiming at realization of ideal city planning. The plan of urban development of <i>Hyogo</i> prefecture and <i>Nippon Steel</i> were differed greatly. <i>Nippon Steel</i> acquired the company residence sites as a factory, and constructed company houses.

    This paper examines role of <i>Jutaku Eidan</i>, Japan Housing Corporation and influence of low for management of farmland on company towns developed by <i>Nippon Steel Co.Ltd. Hirohata Works. Nippon Steel</i> began to build <i>Hirohata Works</i> in 1937. At the beginning, <i>Hirohata Works</i> developed its company housing by itself. Since 1941, Ministry of Agriculture and Forestry controlled farmland conversion by the Temporary Farmland Control Order. So <i>Nippon Steel</i> could not secure lands to build its company housing on. Therefore, <i>Hirohata Works</i> had to depend on Japan Housing Corporation for its company housing.

    The purpose of this paper is to clarify the planning history of around successive Shimane prefectural government, case study on Matsue, Shimane prefectural capital. Shimane prefectural government&#039;s office was rebuild five times in modern era. Matsue administrative district had been restructuring over and over again since Meiji era. However it was not planning, but rebuilding. Governor Tanabe carried out Matsue administrative district improvement project in 1960&#039;s. Masterworks of Modernism Architecture and garden, designed by Katashi Yasuda, Kiyonori Kikutake and Kanto Shigemori, were built around that district. The authority of city planning, architecture and landscape played an important role in the improvement project of Matsue administrative district.

    The purpose of this paper is to clarify an architectural history and character of Chateau Kamiya. Chateau Kamiya designed by Okada Tokitaro(1859-1926) was built by Kamiya Denbee(1856-1922) in September 1903. This building was the oldest comprehensive wine distillery in brick in Japan.&lt;br&gt; In Chateau Kamiya, administration building, wine distillery and wine storage in brick extant. That three buildings stay almost unchanged after the construction. Chateau Kamiya is the only comprehensive wine distillery constructed in the Meiji era. Chateau Kamiya is a precious industrial heritage.

    This paper aims to clarify the process of transition in the roof frame of vernacular farmhouses in Tsukuba City. Dealing with 58 houses in Tukuba city and surrounding areas, and analyzing the composition of core and periphery structure, the arrangement of several tie beams and methods of forming overhung eaves such as Segai and Chikara-taruki, it&#039;s revealed that until 18th century frames were gradually transformed occupying piled beams and periphery space and adopting Segai, however in 19th century correlation between core and periphery becoming to adaptable, various type of frames had appeared in both making piled beams and forming overhung eaves.

    The purpose of this paper is to clarify a spacial composition of a traditional country by a case study on Makabe town. Makabe is one of typical traditional country towns in North Kanto region. In Makabe, old house ledgers made in the 35th year of Meiji are preserved. Because layout plan, floor plan building material and lot area were described in that house ledgers, we realize urban and architectural space of Makabe town in 1902. Traditional town houses and farm houses were built-up in Makabe that was the dual structure of urban and rural village. In modern age, Various buildings, communal facilities, banks, factories and all that were built in Makabe according as industrialization. The conclusion of this paper is that the feature of spacial composition of Makabe is diversity.

    This paper aims to clarify the process of transition in framing system of vernacular farmhouses in Tsukuba City. Analyzing the arrangement of structural columns including Okama-bashira and Daikoku-bashira, and also checking the composition of columns and beams, it&#039;s clarified that the frame has not simply shifted from Okama-bashira with lower beams to Daikoku-bashira with tall structural Kamoi named Sashi-gamoi. Okama-bashira originally acted structural base to obtain wide area including earthen floor and living space. Adopting Daikoku-bashira frame in the main living space, Okama-bashira frame still remained, however it placed far from Daikoku-bashira and exclusively acted to expanding the earthen floor.

    The purpose of this paper is to clarified Taga City Planning and Newly Industrializing City Planning Project in the World War II. First, 1919 CITY PLANNING LAW was applied to Taga town in Apr.1, 1939. Second, Taga legally designated urban plan was instituted in July 30, 1940. Third, zoning and land readjustment were determined in Dec.2, 1941. Taga Land Readjustment Project was one of the Newly Industrializing City Planning Projects in the World War II. Three land readjustment regulations were instituted to carry out this project. Taga land readjustment plan was designed in accordance with the department of interior&#039;s instruction.

    The purpose of this study Is to consider the influence of heavy industries progress on a spatial transformation in a modern city. The case of this study is Hitachi, Ltd. and Hitachi city. Industrial foundation was essential for the sake of heavy industries development. At first, Kuhara mining company treated industrial foundation. However Hitachi, Ltd. treated that after it became indepandent of Kuhara mining company. Hitachi, Ltd. became a huge company during World War II. That company tidied up a loop road. It caused the spatial transformation of Hitachi City.

    The purpose of this study is to consider a road adjustment of regional city before the second world war. A case study of this paper is Kurashiki city, and the method of this paper is to use an assembly record. First, roads were adjusted in Kurashiki city according to the old common law. But that system was different from a modern city planning. Second, the road planning regulation was instituted in the 9th year of Taisyo. Successively many regulations of road was instituted. As a result, many roads were adjusted. The road adjustment planning was instituted in the 3th year of Showa. This road adjustment planning project did not almost undertaken, but affected the legally designated urban plan.

    It comes down that the temple town of the Mt. Tsukuba was planned in early 17^&lt;th&gt; century. In late 17^&lt;th&gt; century the main people who lived in the temple town were the craftsmen who had settled down for the construction of the temple. In the beginning of 18^&lt;th&gt; century the townscape was well regulated. We can show that in the historic document&#039;s picture. (Tsukubasan Engi etc.) In this time the houses in the town were the one-storied and thatched their roofs. And their entrance didn&#039;t face to the street. From the end of 18^&lt;th&gt; century to the beginning of the 19^&lt;th&gt; century the style of the houses in the temple town changed extremely.

    The purpose of this study is to consider the spatial composition of the farm premises. The case of this study is Tsukuba-city. We consider that the spatial composition has a closely relation to conditions of location and a plot of buildings in the premises. Farm premises are classified 3types according to the conditions of around street. We analyzed the spatial composition of farm premises about 3types. The conclusion of this paper is that the spatial composition of farm premises are different from how garden spaces (garden spaces are the front garden, the back garden, and the room garden) are made.

    This paper has done a chronological study according to the folk houses investigation of Tsukuba City. The purpose of this study is to clarify the date of every classification and the regional characteristics in Ibaraki Prefecture. As a result, the following facts were cleared; 1) In classification I-a, the building type is similar to the original form of whole Ibaraki Prefecture. 2) In classification I-b, regional characteristics belong to the wide area such as south and west parts of Ibaraki. 3) In Classification Il-a, the building type begins to show the independent regional characteristics of the western part.

    The purpose of this study is to consider the influence of traditional industry on a spatial transformation in a modern city. The case of this study is Noda Shoyu Company Limited, which is the predecessor of Kikkoman Corporation. Industrial foundation was essential for the sake of traditional industry&#039;s development. At first, however, owners of traditional industry only had their own plants. Afterwards, large-scale infrastructure and modern industrial equipment were introduced by the Noda-shoyu guild. Thereafter as the second stage of their progress, those owners established Noda Shoyu Company limited. That company tidied up a loop road and improved suburbia. It caused the spatial transformation of Noda City.

    The purpose of this paper is to consider the influence of &quot;industrial corporation&quot; on a spatial transformation rural city. The subjects of this study are Kurabo industries.Ltd which is one of the spinning industry shoulding the axis of Japanese Industrial Revolution. Analysis showed that Kurabo industries. Ltd and Magosaburo Ohara, president of the Ltd, had much influence on the City of Kurashiki&#039;s urbanization directly or indirectly. It is cleared that the preparation of industlial foundations and modern urban facilities affected so well that urban spatial structure was changed.
