    <p>This study examines the issues associated with municipal land use where the proportion of the urbanization control area in urban fringe areas is high and designated as part of the wide city planning area. Our analysis revealed that apart from the population frame of master plan for urban planning area, municipalities are developed and maintained based on the population frame of the municipal urban master plan. Moreover, in addition to the hubs designated by the master plan for urban planning area, the municipalities select their own individual hubs, and the local plans dictate the method of development. This can cause problems associated with sparsely populated areas and conflicting land use regulations that relate to the promotion of agricultural land use in these areas.</p>

    <p>This study understands the actual situation of utilizing Disaster Prevention Urban Plan. In addition, the description contents of the Disaster Prevention Urban Plan were compared with the description contents of Local Disaster Management Plan and Municipal Urban Master Plan. In this study, we clarify the followings. Currently, 27 plans have been formulated as Disaster Prevention Urban Plan, and 21 plans have been published. The planning area of 6 plans were out of City Planning Area, but the planning area of 15 plans only within City Planning Area. In Fukuroi City, Disaster Prevention Urban Plan was formulated at the same time as review of Municipal Urban Master Plan. Therefore, the plan contents were linked.</p>

    This study understands the situation and problems of land use management of municipalities that concern the repeal of city planning area. In this study, we clarify the followings. Until now, the municipality that is considering repeal of city planning area was only Minami-Ise Town. Municipalities that concerned about the repeal of city planning area often had areas where loose regulation area. In Wakasa Town and Kawamoto Town, both the prefectural government and the municipality did not hope the repeal of city planning area. In Minami-Ise Town, the municipality hoped to repeal of city planning area, but the prefectural government requested for the decision of the land use management plan as a precondition for the repeal of city planning area. Based on the above, this study proposed to review requirements for designating city planning areas and establish the system to support the decision of land use management plan.

    This study discusses incentives and disincentives for students to participate in community education for developing their generic skills. In this study, we clarify the followings. 1) Interacting with younger people enhances students’ willingness to participate. 2) The community education was highly evaluated by the higher grade students who participate many times. 3) The issue is securing the time to participate in community education. 4) Lower grade students are not sure of whether they will continue to participate in the future activities because of other reasons such as club activities or studies. Therefore, it is important to create opportunities at an appropriate timing to encourage them to participate in ongoing community education.

    This study clarifies the policy of the population framework setting and the content of regular review under depopulation frame and proposes the way for the regular review of Area Division System. By examining the regular review of Area Division in local cities, we find that there are City Planning Areas where Urbanization Promotion Areas have been expanded by changing the future population, the population density of habitable land and the definition of non-inhabitable land. A real population exceeds the estimated one in such area though the population decrease is assumed. Then, we find that these areas do not execute regular review that is appropriate for depopulation era. To solve this problem, we propose making a clear guideline concerning the setting of the scale of Urbanization Promotion Area.

    Assuming that Area Division effects the density change at the built-up area, this study aims to examine the trend of density at build-up area. This study regards the first DID as a built-up area of each city and a small-area census data in 2000 as a minimum unit for the density change and treats the period from 1970 to 2000. As a result, we clarify the following at non-Area Divided city. 1. The density at the small area included in 1970 DID is lower than that of Area Divided city. 2. Urbanization progresses at the area outside zoning area by the improvement of city planning road. 3. There is a city where it cannot help expanding the zoning area by the progress of urbanization

    This study aims to clarify the location factors of the wind power generation facilities from the viewpoint of the permission system of Natural Parks Law and to make the proposal for the effective land use control under Natural Parks Law. We target the executed cases and the cancelled ones. As a result, we find the following: 1. At one case, when selecting the viewpoints for judging the landscape, a prefecture deletes some points because of unsuitable for view, then it permits the project. 2. At another case, a prefecture permits the project after deleting the permission standard on the landscape by applying the exception of Natural Parks Law. 3. At cancelled case, because a project at Ordinary Zone has a natural resource at Special Zone level, the project is canceled by the examination at the prior consultation before submitting the application.

    This study aims to examine the problem of Urbanization Promotion Area expansion at the local cities by comparing the spatial characterizations of the area designated for Urbanization Promotion Area at first Area Division and the expanded one according to the urban area type. We analyze the condition of Area Divided Cities by classifying them whether cities are designated the Urbanization Promotion Area widely or narrowly with GIS software. The problem of the former is as follows. There are the cities where Urbanization Promotion Area is excessively designated. There are the urban areas where the population density doesn't raise enough and those where the infrastructure is unsecured for corresponding to the rapid population increase. The cities designated narrowly worry about the future improvement method because such type cities have infrastructure unsecured areas widely at build-up area.

    This study aims to consider the methodology of reorganization towards the consolidating type city when City Planning Area is reorganized under population decrease. Shrinkage of Land Use Zone was a battle of definition of Existing Urban Area. We clarify that there is a considerable difference in the reorganization method and the counter measures after reorganization by the situation of the city and the situation in the zoning area. We hope that by examining the reorganization, the city comes out in the future by referring to City Planning Area organization with reducing the zoning area of Matsumoto City and Utsunomiya City. Moreover, a careful examination for application is necessary for the counter measures after the city planning area reorganization.

    This study examines the possibility of land use control in the loose regulation area by the landscape plan. At first, we extract the landscape plan with the aim to control land use in which has the loose regulation area. Next, we compare the result of the development and building activity with the written report based on the landscape plan. As a result, we find that the land use conversion is understood when the standard of written report for the development activity is provided by the landscape plan with the numerical value. Moreover, we find that the building location is derivable with zoning of different standard. Therefore, we understand that the landscape plan has the effect as a land use control method in the loose regulation area.

    This Study aims to clarify the problem of deregulation through the relationship between Ordinance 3411 and Flood Hazard Area. As a result, we clarify the following. 1) When most of local authorities applies the Ordinance 3411, they do not assume Flood Hazard Area as Specified Area by Cabinet Order Article 8 Paragraph (1) Item(ii) (c). 2) Therefore, there is flood damage in developed area by Ordinance 3411. 3) There is a issue in Ordinance 3411 to address risk of flood too. Based on the above, we propose the Development Permit System to address risk of flood.

    This study focuses on the urban renewal development plan executed outside the city planning area. We clarify the discussion concerning City Planning Act at the time of setting the area of the urban renewal development plan. We extract the urban renewal development plans outside of City Planning Area, and make them to the pattern by the relation to the City Planning Area. Then for the area thought that the necessity of City Planning Area is high, we confirm the details of the discussion for the designation of City Planning Area at the time of making plan. We find that there is almost no examination of introducing the city planning system at the setting on the urban renewal development plan.

    This study aims to understand the designation process of Quasi-Landscape Districts and Landscape Agreements on the nationwide scale. In this study, we clarify the followings. Four Quasi-Landscape Districts are designated in the whole country. In Hiraizumi town, Quasi-Landscape District is correctly useful to understand the land use change. Moreover, in case of Koya town, we understand local authority can grasp building act by designation of Quasi-Landscape District. 46 Landscape Agreements are designated in the whole country. We point out that some areas are designated Landscape Agreements as the alternative method of district plan. In case of Tsukuba city and Ichikawa city, those areas are designated Landscape Agreements as the method for land use management at the residential area.

    The municipality came to be able to provide the content of the special use district freely with the condition of the area by the 1988 Town Planning and Zoning Act Amendment. This study targets the special use districts designated after 1998. First of all, we understand the nationwide condition of the special use districts, and make them a pattern by the designated purpose and regulation content. Next, we examine the future land use control method with special use district through the case for each pattern. As a result, there is specific use districts in the designating form not assumed before law amendment. Based on these, we propose the future possibility of the land use control with special use district.

    This study understands the condition of the zoning area designation and presents the problems of the zoning area specification. We treat for the cities having Non- Area Divided City Planning Area where the zoning area has been newly designated after 1997. In this study, we clarify the followings. 1) Many cities designate the zoning area that doesn't come up to 40 person population density per hectare. 2) Development has not been advanced and the farmland remains in the zoning area. 3) In addition, development is advanced outside the zoning area and there is danger of the sprawl of development even if the population of the city decreases.

    This study aims to search for the possibility of the designation of City Planning Area or zoning area for Article 22 areas of Building Standard Law designated for the area out of City Planning Area or the non-zoned area. Then, we select four municipalities as a detailed case study, and understand the condition of Article 22 area from the hearing investigation and the survey of existing circumstance. As a result, we clarify the followings. 1) There are population accumulation and urban land use around Article 22 area also outside the City Planning Area. 2) It is necessary to treat Article 22 area as an index with the formation of urban area, and to designate the City Planning Area. 3) It is necessary to designate zoning area immediately for Article 22 area at the non-zoned area. 4) The intention of the municipality is given to priority about the designation of the City Planning Area and the zoning area.

    This study aims to clarify the situation of the land use control of the Scenic Districts at the loose regulation area by showing the designation process, the development trend and the control condition. The research was advanced by the following process; 1. Typification for whole Scenic Districts from three axes such as the scale, the relation to the zoning area and the relation to the control of other act; 2. Field survey of the districts and hearing investigation of municipalities. As a result, we clarified that the Scenic District has the limit in the restriction effect and that the change in the area was needed in the district designated on a large scale. We propose both Scenic District and Special Use Restriction District should be designated as a solution of these problems.

    The building control based on Building Standard Law is provided in the urbanization control area. Article 41 of City Planning Act is a system that can apply the building control if necessary with development permission. This study aims to clarify the nationwide situation of the operation and to understand the problem in operation, by paying attention to this system having a lot of discretion in the application of the restriction. As a result, we clarify that Article 41 of the City Planning Act is able to apply building control with flexibility in 3411 districts where the restriction is eased. On the other hand, we also clarify that operation is not appropriately done even when the application criterion is settled on. Based on these, this study proposes the ideal of Article 41 of City Planning Act.

    This study understands the condition of the area where the City Planning Area was abolished after 2000 on a nationwide scale, and presents its process of abolition and problem . In this study, we clarify the followings. Five City Planning Areas are abolished in the whole country after 2000, and the districts abolished through merging of municipalities are the most abundant. In addition, in the abolition area, the area more than the half is the loose regulation area where the restriction of the individual control act is not strong. From the result, we point out the necessity of alternative methods of the land use control replaced with the City Planning Area.

    Quasi City Planning Area is a system founded in 2000 for the land use control and the environmental preservation. This study aims to understand the details for designation of each Quasi City Planning Area, to clarify the difference of the area designated by cities and by prefectures, the land use trend and the effect of the designation, and to propose the ideal of Quasi City Planning Area in future. As a result, we clarified the followings; 1. In the case with the local authority's decision, development has occurred the area outside of Quasi City Planning Area that is the problem before the law amendment in 2006; 2. Quasi City Planning Area can be designated without designating the City Area of National Land Use Planning Act in a short term, and land use can be controlled immediately. 3. Quasi City Planning Area is used as a supplementation until designating the City Planning Area, and the land use is able controlled.

    This study pays attention to the technical standard with designation of the City Planning Area designated for the purpose of the land use control. As a result, we clarify the followings on the problem at the designation of the City Planning Area. In the City Planning Areas newly set or expanded, there is a difference in the content of preparatory survey in each city. And there are many cities which understand the condition insufficiently. In addition, for the existing unfitness proved from the survey, local authorities corresponded to the sites by the building coverage easing and clause 2 road specification. However, when both requirement such as the building coverage and the connecting road obligation were not able to be filled, the designation of the City Planning Area were influenced.

    This study aims at clarifying the process and problem of city planning area reorganization and finding the ideal for Area Division System for the Niigata City which accomplished Area Division for whole area including Non-Area Divided City Planning Areas and Area Outside the City Planning Area at the shift to Ordinance-Designated City. We clarify that Niigata City selects to make the whole area a City Planning Area to make the city by wide view. And we also clarify that the City designates the Urbanization Promotion Area under the regard for the original Zoning Area and that consensus from the resident is able to obtained by proposing the complement system. From the fact we propose the ideal for the future of Area Division System.

    This Study aims to clarify the problem of shrinking specified area by Ordinance 3411 as case study of Saitama Prefecture. As a result, we clarify the following and propose the suitable method to shrink the area. 1) While there are local authorities which widely shrink specified area by Ordinance 3411, there are also local authorities which resist shrinking the area. 2) In Kazo City which did not shrink this area, as the city refused to strengthen the land use regulation once loosened, it defined the management policy more flexible than other local authorities. 3) Since a management policy was not reformed about the area where a disaster risk is high, the effect of shrinking specified area by Ordinance 3411 was restrictive.

    This study understands the designation process and problem of ordinance enacted by local authorities to control the building form at the area out of City Planning Area on a nationwide scale. In this study, we clarify the followings. Eleven ordinances based on article 68-9 are enacted in the whole country. Moreover, the many ordinances aim to prevent the disorder development at the area out of City Planning Area. The ordinance target zone isn't used as urban land use in many cases. We point out the two points for positive use of the ordinance from the above result; 1) Periodical reexamination of the zone designated by a governor, 2) A proposal type - land use control at the area out of City Planning Area.

    This study aims to clarify the problem concerning the designation of the City Planning Area and operation of the Area Division system at the fringe of Suburban Development and Redevelopment Area. We clarify that there is a difference in the population trend at the fringe of Suburban Development and Redevelopment Area, and that there are differences in the recognition and action on the problem to the Area Division system between the population increasing municipalities and decreasing ones. Moreover, we clarify followings. 1) The designation of the Urbanization Promotion Area is difficult in the area where the city planning system based on the policy area is not observed. 2) The factor is resistance of the residents to the Urbanization Control Area.

    This study focuses on three areas from the spatial concept of the Land Use Master Plan. This study spatially clarifies the whole content of three areas by using the spatial data of the Land Use Master Plan. Moreover, we present the cause and problem where three areas are generated. We clarify the following points by this study. The blank area not belonging to any five areas is generated when the area has not filled a designated requirement for the individual regulation act. The other two areas are generated by the adjustment between the individual regulation acts. Based on above, we think that a new frame will be necessary for the Land Use Master Plan.

    In this study, we clarify that the development permit system has been operated for landscape management method. As a result, we find the followings. •Obuse Town leads the development to consider the landscape by Ordinance 3411. In this approach, the main theme of the discussion is the demarcation of the area to guide development. •Yokohama City, Ritto City and Iida City have enacted ordinance of development permission standard for landscape. These technical standards are set up to ensure the quality of landscape. However, there are issues in these case studies.

    This study understands the situation of the permission based on proviso on Article 51 of Building Standard Law on a nationwide scale, and presents the problems in operation. In this study, we clarify the following. The operation number of last ten years varies greatly in each administrative divisions, and administrative divisions where the policy or standard to operation are established are under 30 percent. Moreover, we confirm that there are little different operation situations in local governments throughout the country. In addition, we understand that the chance for the residents to know the situation does not be secured enough. Additionally, we understand that there is no system on which the municipality confer with the adjacent ones, and that the municipalities recognize this as a problem of the legislation.
