    There have been discussions on the validity of theorising border studies since the beginning of this century. The nature of borderlands encompassing borders may be understood from a generalised perspective, but this special section argues the importance of contextualising borders from an appropriate theoretical framework built on preceding works. From such a viewpoint, this special section investigates various aspects of East Asia’s borders and borderlands and contextualises them in the region’s dynamic geopolitical and geoeconomic contexts. The selected four articles focus mainly on border issues in China, North Korea, Okinawa, Taiwan and Hong Kong, showing that East Asia, particularly the East China Sea region, consists of non-conventional borders and that deviations from the Westphalian sovereign territory characterise East Asian borderlands. These articles persuasively illustrate how the ‘contextual theorisation’ of borders in East Asia becomes possible by identifying the common aspects shared by their cases. I conclude that bringing in a regional or trans-border/local framework for border studies can deepen our understanding of borders and borderlands and guide us in a better direction of research and practice.

    <p>"Geopolitics," born in the prewar times, stagnated as academic knowledge after the war. Its idea, however, was inherited by the statecraft of the great powers. In Europe and North America, geographers have critically re-examined classical geopolitics, making contemporary geopolitics include new forms of geopolitical knowledge. In recent years, many books bearing <i>chiseigaku</i> (geopolitics) have been published in Japan. Most of them re-reference classical geopolitics. In this boom, geopolitics as a form of applied geography needs to be carefully examined in terms of academic ethics. In this presentation, the author discusses how Japanese geography can deal with this boom.</p>

    <p>The contemporary world has been exposed to globalized risks occurring from the eco-system, financial market, and terrorism. Such risks are promoting the emergence of new political agents and dynamism. Geopolitics in the contemporary world can thus be constituted through the multi-faceted and multi-scalar conflicts and cooperation among the agents driven by those risks, one of which is a pandemic (a globalized epidemic). By looking at the case of Japan, this presentation explores how the modern state has connected and expanded public health control (biopolitics) and practices of controlling spaces and places (geopolitics) against the global spread of COVID-19.</p>

    This is a commentary on 'The Principle of the New World Order', a geopolitical essay written by Japanese Philosopher, Kitarō Nishida in 1944. This essay has been a source of postwar controversy over the philosophical justification of Japan's involvement in the Second World War and the relationship between Japanese thoughts and Western colonial domination in Asia. As a text of Japanese formal geopolitics, the essay is a historical example to illustrate how Japanese academics geopolitically situated their country and themselves within the imperial rivalry during the War. The essay attracted not only criticisms that problematized Nishida's approach to politics (imperialism and nationalism) and justification of the War, but also positive reviews that appreciated his proposal of a multicultural worldview countering Western modernity (i.e. the world dominated by the West). The translation of the essay is not easy to read but contains important insights into how to see the current world (dis)order under hegemonic powers.

    The Political Geography Research Group (PGRG) of the Human Geographical Society of Japan was established in 2011 to promote political geographic studies in Japan. The PGRG is the very first research unit on political geography in the Society which was established in 1948. Political geography was once one of the weakest sub-fields in Japanese geography with a very limited number of scholars and published works. This, however, is not at all the case now. Political geography is a reemerging field in Japan. In this review paper, four of the PGRG members contribute chapters on general trends in Japanese political geography, legacies of Japanese wartime geopolitics, the introduction of "new geopolitics" into Japan, and geographical studies on environmental movements. All of them have confirmed with confidence that Japanese political geography has been reemerging and making steady progress in terms of theory, methodology, and case study since the 1980s. Although the current stage of Japanese political geography is still in the regenerative phase, they strongly believe that political geography should be firmly embedded in Japanese geography.

    This paper explores the theoretical development in geographical studies on scale and rescaling and demonstrates how the concepts of scale and rescaling can be applied to cases in Japan. The concept of ‘geographical scale’ was created in the 1980s by Anglophone political and economic geographers to show how various spatial units in which human activities extend were socially produced and interrelated in capitalist society. Those geographers interpreted such socio-spatial processes as being multilayered and nested from a global scale to a local, even bodily, scale and examined how inter-scalar relations affected human/corporate/ state activities and were utilized for specific political economic purposes. Ever since, a number of theoretical, empirical, and critical studies have been conducted on the production and politics of scale. One of the new research trends is studies on ‘rescaling.’ Rescaling points to specific aspects of shifts in inter-scalar relations under the contemporary global political economic restructuring. Two elements are considered important in the shifts: globalization and the retreat of the state. Thus, studies on rescaling illustrate the way the external and internal spaces of the state are transformed in neoliberal reforms and the way actors at various scales attempt to survive globalizing economic competition. Compared to European studies, however, the number of studies on Asia, including Japan, is still limited. Drawing on the above-mentioned scholarship, this paper applies the concept of scale and rescaling to the cases of Okinawa and Osaka Prefectures in Japan. Using strategic rescaling, governors of both prefectures attempted to decentralize state power to revitalize their own locality. The processes of rescaling in these two cases are compared to show how the role of each locality in relation to the state can condition success in such rescaling attempts in Japan.

    This paper examines how the journal Political Geography has been accepted in Japan. Compared with other 'international' geographical journals widely subscribed to in Japan, the status of the journal is not necessarily high. However, following a general rise of political geographic studies in Japan, Japanese universities' subscription to the journal increased in number from the late 1980s to the early 1990s. The citation of the journal in major Japanese geographical journals has also been increasing. While the journal is accepted in such a way in Japan, the way Japanese geographers have cited articles in the journal points to some problematic aspects. Using the case of Japan, this paper illustrates how the 'international' journal is used outside the Anglophone world, assesses the role of the journal in the revitalization of political geography in Japan, and proposes some options to make the journal more international. © 2009 The Association of Japanese Geographers.

    <p>This paper explores 'the politics of geography,' or the nature and problematic aspects of daily activities of geographers by examining cases in Anglophone political geography. Particular attention is paid to the four 'incidents' that became controversial among (political) geographers and can be considered informative for such an exploration. These incidents do not only concern conflicts and debates in academic journals over scholarly activities but also created various 'sociological' reactions from even outside of geography. Subject matters in political geography tend to be controversial because they often reflect the authors' own political preferences and positionality. Whereas overt expressions of such preferences in / through academic journals may conflict with the journals' 'neutrality' or 'fairness,' the journals themselves may direct their publication policy toward particular 'political' purposes. Most of the incidents became accidentally known to the author through John O'Loughlin, who has been an editor of the journal <i>Political Geography</i> since its foundation. Drawing on the experiences of O'Loughlin and <i>Political Geography</i> and without concluding that 'everything is political,' this paper attempts to reveal where and how 'the political' played out in those incidents and to provide a clue to a self-reflection on the socio-political implications of our daily academic activities.</p>

    This paper evaluates the expansion of the readership of Political Geography in Japan in relation to the journal's theoretical and empirical impacts on Japanese human geography. After Political Geography was founded in 1982, Japanese university libraries subscribing to the journal increased in number from the late 1980s to the early 1990s. This tendency was in parallel with the increase of political geographic studies in Japan. However, compared with other 'international' geographical journals widely subscribed to in Japan, the foundation of the journal seems to have limited impact on this 'political turn' of Japanese human geography. By analyzing how Japanese human geographers cited articles in the journal, this paper examines the role of the Anglophone journal in the reconstruction of a sub-discipline in Japanese Human Geography.

     近年の日本をめぐる国際関係および日本社会を鑑みれば、国際緊張の常態化と紛争の日常化というマクロ・ミクロ2つのスケールで展開する政治の動態的変化を指摘できる。発表者はそうした変化に対する地理学的アプローチとして、英米の政治地理学における「新しい地政学」および「場所の政治」の視角に着目してきた。しかし、日本の地理学においてそうした視角は未だ確立されていない。今日の政治地理学は、スティグマ化された伝統地政学がイメージさせるものとは異なり、現代社会の対立・紛争・権力関係一般に関わる多様なアプローチと事例研究で特徴づけられる極めてアクティブな研究分野である。本発表は「空間」、「場所」、そして「領域」という地理学の基本概念がいかに政治的な意味を持ちうるかを理論的かつ実証的に示すことによって、日本における政治地理学の復権を目指す。

    地政学の「魅力」と地政言説<BR>言葉による表現が、特定の空間や場所をめぐる想像や表象を意味し、歴史的・政治的な文脈の中である種の真実性を持つものとして扱われることがある。その政治的に重要な例が「地政言説」である。オトゥーホール(O' Tuathail)によれば、地政学は「国家間の競争と権力の地理的な側面を強調した世界政治に関する言説」である。オトゥーホールは、現代において地政学がジャーナリスト、政治家、戦略思想家などにとって魅力であるという。ジャーナリストや政治家は地政学をとおして、混沌とした日常的な出来事を超えた、本質化された差異にもとづく永続的な対立や根源的な闘争を見出そうとする。そこで地政学を言説としてとらえるならば、特定の政治家や戦略思想家が「現実」として示す世界が、実は特定の時間と空間の文脈から描き出されていることや、多様で複雑な現実を特定の視点から単純化されていることに気づくことができる。<BR><BR>地政言説の構成と物質的基礎<BR>言説は単に書かれたものとして主体の位置、実生活、あるいは社会の諸制度から遊離しているわけではなく、それらの中に埋め込まれている。地政言説を例にとれば、世界政治の表象は特定の国家の物質的な要素(人口・資源・産業・資本など)と無関係ではなく、それを基礎としてつくり出される。オトゥーホールは地政学の概念的構成を図解している。図の上部におかれるのが三つのタイプの地政言説とその具体的な形態であり、これらの言説は地政的想像力によってつくり出される特定の地政的伝統から派生している。地政的伝統とは、特定の国家の構造を基礎としている。こうした図式は国際関係の分野での言説構成の理解には有効であるが、それ以外のスケールではどうだろうか。<BR><BR>スケールと言説<BR>政治地理学的にみると、地理的スケールは重要な政治的意味を持つ。個人または集団による政治行動は特定の場所において展開し、一定の空間的広がりを持つ。スミス(Smith)が分類する身体からグローバルにいたる7つのスケールは、政治行動が展開される空間的広がりの程度を示している。特定の政治問題や政治行動は特定のスケールを基盤に発生・展開し、またそのスケールの操作をめぐって政治的な駆け引きが起こる。これを「スケールの政治」と呼ぶが、問題のスケールが重層的な場合「スケールのジャンプ」と呼ばれる現象が起こる。こうしたスケールの政治にも地政言説が関係する。それを「スケール言説」と呼び、政治行動の理念的部分において重要な役割を果たす。政治問題や政治運動は単一のスケールで展開するものではなく、多様なスケールの間を往復する。故にスケール言説の分析についてもマルチスケールの視角が求められる。<BR><BR>言説分析の方法<BR>では言説はどのように分析されるのであろうか。社会運動における主体と場所や空間との関係とを明らかにするために、フレーム分析の手法を用いることができる。フレーム分析は、社会運動を「枠づける=フレーミング」言説に着目する。社会運動は特定の信念、価値観、あるいは世界観のもとに組織され、運動組織は自らの活動を正当化し、敵対する立場や組織の考え方を否定する。フレーミングとは、そうした運動の理念を言語的に表現する行為である。フレーミングに着目することで、特定の組織の活動理念の形成過程のみならず、組織内あるいは組織間での異なった理念の同調や対立を検討することができる。こうしたフレーミングは複雑な現実を言説的に単純化することで人々の支持を得ようとする。この点では地政言説と同様の働きをもっている。<BR><BR>地政言説から政治を読む<BR>地政言説と政治との関係を理解することは、地理学という観点から政治を分析する上で有効となる。また、特定の個人や集団が空間や場所を表象する行為から政治的な意図や権力関係を読み取ることは、政治という営みに対する感受性や批判的思考力を高めることにもつながる。そして、私たちがより賢明な市民や有権者であるためには、地政言説の作用に敏感であるばかりでなく、そうした言説の基礎をなすもっと複雑で錯綜した世界や社会の物質的構成(人口・権力・その他資源の配分、すなわち地理そのもの)を理解せねばなるまい。

    This paper evaluates the expansion of the readership of Political Geography in Japan in relation to the journal's theoretical and empirical impacts on Japanese human geography. After Political Geography was founded in 1982, Japanese university libraries subscribing to the journal increased in number from the late 1980s to the early 1990s. This tendency was in parallel with the increase of political geographic studies in Japan. However, compared with other 'international' geographical journals widely subscribed to in Japan, the foundation of the journal seems to have limited impact on this 'political turn' of Japanese human geography. By analyzing how Japanese human geographers cited articles in the journal, this paper examines the role of the Anglophone journal in the reconstruction of a sub-discipline in Japanese Human Geography.
