    <p> It is important to estimate the degree of waste that may result from natural disasters such as large earthquakes and tsunamis to effectively plan for disaster waste management. More specifically, it is especially crucial to estimate the quantity of hazardous chemical waste that a disaster may yield to plan environmental protection measures and proper waste treatment. To estimate such a phenomenon, it is necessary to first determine the amount of chemical substance present in a specific area. This study makes such an estimation for Osaka Prefecture by calculating the ratio between the amount of chemical substances released and transferred and the amount of chemical substances handled. The value of the ratio is termed the "handling coefficient." Notably, while information about the release and transfer of chemicals is published nationwide under the pollutant release and transfer register (i.e., "PRTR") system, that on the handling of chemicals is only available at the limited number of local governments level. This study investigates whether the handling coefficient differs by the fiscal year and, moreover, by local government. Ultimately, the difference between the years proved smaller than that between local governments. This paper argues that the larger difference between regions is due to the differences in the types of industries or industrial processes in each area.</p>

    &nbsp;In order to recover the phosphorus from sewage sludge and to prevent from the trouble at incineration plants caused by phosphorus in sludge, fractionation analysis of phosphorus in sewage sludge of eleven municipal sewage treatment plants and acid treatments were performed. The results of fractionation analysis showed that phosphate fractions and particulate phosphate fraction in digested sludge ranged 73 to 89% and 24 to 62%, respectively. The results of acid treatments showed that particulate phosphate fraction could be dissolved to phosphate ion thoroughly at the pH condition of 2 with sulfuric acid, 5 with citric acid, or 4 with acetic acid. Judging from these results, dissolved fraction of phosphorus in digested sludge will be able to increase more than doubled using with acid treatment.

    In order to treat wastewater containing high concentration of aromatic compounds, we evaluated the performance of the contact oxidation method by conducting a removal test with initial substrate concentration of 1,500㎎/L phenol or 1,000㎎/L cresol. The test showed that compound removal rates were three times higher than when using the conventional activated sludge method. Also, these test results suggest that contact oxidation provides higher resistance to 1,500㎎/L of the reaction inhibitor cresol. We conducted a continuous contact oxidation experiment at high load conditions for 50 days, which resulted in COD<sub>Cr</sub> removal of 6.5㎏/m<sup>3</sup>/d. Genetic analysis of microorganisms in the sludge revealed a dramatic change in bacterial flora and preferential growth, particularly of<i> Alcaligenes</i>. The test using labeled substance <sup>13</sup>C-phenol revealed the large contribution of <i>Alcaligenes</i> to be able to remove phenol.

    Seeking to reduce the amount of excess sludge at a bread plant, we designed the following process: first, wastewater, including oil, is treated by contact oxidation; then it is separated into supernatant and floating scum by pressurized floatation. After aerobic digestion of the scum, the supernatant and the treated scum are mixed and discharged as sewage. If the mixed fluid suits for the standard for discharge into sewage, excess sludge disposal is not necessary. We tested whether the above system was workable or not. We conducted experiments on continuous contact oxidation for 230 days and continuous aerobic digestion of scum for 60 days, which resulted in a BOD removal ratio of 97% and a BOD to SS conversion ratio of 0.13 g-SS/g-removed BOD by contact oxidation, and a SS degradation ratio of 58.9% by aerobic digestion of the scum. We also showed that it is possible to express the results of the batch-wise aerobic digestion experiment with a model based on the first-order reaction supposing the existence of easily degradable, persistent, and undegradable compounds in the sludge. Finally, we calculated the material balance of the entire system and showed that the wastewater from the bread plant where we tested, including 1,200 ㎎/L of BOD and 450 ㎎/L of SS, could be treated by the process we designed with no excess sludge disposal required. This treated water includes 80 ㎎/L of BOD and 99 ㎎/L of SS and could be discharged into sewers.

    In order to treat sewage, it is required to estimate sewage temperature and sewage flow rate near domestic and industrial the buildings. In this study, we measured the sewage temperature and flow rate in a sewer line to characterize the characteristics of sewage. 1) We measured the sewage temperature and flow rate at 17 at locations in t three different sewage-treatment in Osaka City. 2) In catchment areas corresponding to large housing ratios, we observed that the trend of the hourly sewage flow rate and the hourly ratio of house water consumption are similar. 3) We analyzed the correlation of the monthly average sewage temperature and air temperature. As a result, the correlation of 0.9 determined from the study provided a highly accurate regression equation. 4) With respect to the intended purpose of a given building (domestic od industrial), the characteristics of sewage flow rate differ between weekdays and holidays.

    In order to increase the opportunity of using sewage heat from sewer lines, the sewage flow in sewer lines near buildings needs to be estimated. We determined the sewage characteristics by measuring the sewage flow of a sewer line in Osaka City and propose a method to estimate the sewage flow in a sewer line. This method can be applied to combined sewage on sunny days, and it can estimate the sewage flow in an optional area by refrring to a known source at sewage plants. 1) The sewage flow is calculated by multiplying the known sewage flow by the ratio of the estimated total floor area of buildings in the catchment area to the measured total floor area of such buildings. 2) The estimation method can be applied to a separate sewer system and combined sewer system on a sunny day. The estimated values were approximately 0.7-1.1 of the measured data. 3) This method can be applied to combined sewage on sunny days; however, it can also be applied to a separate sewer system. 4) We proposed a method for estimating the hourly flow rate ratio in a single regression model. The explanatory variable of this model is the residential floor area ratio.

    Major and minor element chemistry, hydrogen and oxygen stable isotopes and VOCs were analyzed for the groundwaters taken from Osaka City and its surroundings, located at the alluvial plain and fluvial terrace (Uemachi terrace). Salinitization occurs in the groundwater <100m depths in the western alluvial plain from the Uemachi terrace, due to seawater invasion along river into the aquifer. The level of seawater contamination is higher in the depth between 50 and 100 m depth than in the <50 m depth. The groundwaters taken from Uemachi terrace give diluted Ca-HCO<SUB>3</SUB> type chemistry. While the fresh groundwater from the alluvial plain gives Na-HCO<SUB>3</SUB> type chemistry. However, both would be recharged from the local rain and/or river water. Fresh groundwater >100 m depth close to the coast line of Osaka Basin gives Na-HCO<SUB>3</SUB> type and low SiO<SUB>2</SUB> (<10mg/L) chemistry and lightest stable isotope ratios among the studied groundwater, suggesting that the groundwater was originated from the precipitation at the mountain area north of Osaka City, or ultrafiltrated porewater from the less permeable layer in that depth. All the studied groundwater except one do not contain VOCs, suggesting the recharging period after 1989.

    Humic acid, which is widely distributed in the soil and natural water, has high complexation ability with various kinds of heavy metals, and creates a strong effect on the mobility and solubility of heavy metals. In this paper, the adsorption characteristics of heavy metals to humic acids, which were extracted from different soils based on the extraction method of International Humic Substance Society, were compared with the results of molecular weight distributions of heavy metals absorbed to humic acid with gel filtration chromatography. Judging from the results, lead was detected at the same points to the humic acid, and Zinc was absorbed to organic matter with molecular weight greater than 100,000. However, copper was absorbed to wide range of humic acid. In addition, it was observed that the absorbed amounts of heavy metals were correlated with the amounts of functional groups of humic acids.

    &nbsp;&nbsp;Heavy metal-contaminated soils are separated into two parts by soil washing, clean sands and highly polluted sludge for further treatment or disposal. At times the so-called clean sands, products of physical soil washing process consisted of wet screen and hydrocyclone, do not meet the soil leaching standard, while satisfying the constituent test.<br>&nbsp;&nbsp;Putting the clean sand through the acid extraction process may be an alternative to improve its leaching characteristics, assuming extraction of such mobile portions as water-soluble and acid soluble fractions that are determined by the modified BCR extraction procedure. The process of acid extraction is a complex physicochemical phenomenon of heavy metals of different morphology in the soil. Then, the validity of acid extraction process is only determined experimentally.<br>&nbsp;&nbsp;This study has tested three types of acid, hydrochloric acid, sulfuric acid and acetic acid, for typical heavy metal contaminants, lead and fluorine. Two types of feed soil, highly contaminated and lightly contaminated soils, and their underflow of the process or clean sands were subject to acids of different concentrations under different liquid solid ratios. The acid extracted fractions were compared to five soil fractions, water-soluble, acid-soluble, reducible, oxidizable and residue, as determined by the modified BCR method extraction procedure. Generally, the fractions most amenable to metal removal by acid extraction are: water-soluble, acid-soluble (carbonates), and reducible (Fe-Mn oxides).<br>&nbsp;&nbsp;As a result, the acid extraction process was valid for reducing lead leaching value to a certain extent, but not for fluorine. It was also observed that the fractionation data by the modified BCR method did not always clearly explain the leaching characteristics of clean sands because a part of mobile portions still remained or some other mobile portions were newly formed through the acid extraction and/or the rinsing processes.

    Leachability and mobility of heavy metals in contaminated soil depend on their specific chemical formations. In this study, the modified BCR sequential extraction method was applied, in which two extraction procedures with distilled water and acetic acid are added to the standard BCR sequential extraction procedure, in order to determine the chemical forms of lead (Pb), fluorine (F) and mercury (Hg). As the results, the distributions of each fraction for these heavy metals were determined and the chemical forms of these heavy metals were estimated. By comparing to the results of JLT (Japan leaching test) -46 and NEN7371, the ratios of heavy metals with long-term leaching were determined.

    Soil washing is an ex situ cleanup method of soils contaminated with a variety of chemicals, such as heavy metals, fuels, and pesticides that can sorb to the fine-grained soils like silt and clay. Contaminated soils are separated into two parts by soil washing, clean reusable sand and highly polluted sludge for further treatment or disposal. At the end clean sand is tested for residual heavy metals by soil leachate and content tests. <br>The corelationship between the total heavy metal content and the leaching value in clean sand is only weakly positive. It is due to the fact that heavy metals of different chemical species, such as exchangeable/acid-soluble (carbonates), reducible (Fe and Mn oxides), oxidizable (bound to organic matter or sulphides), and residue, have different characteristics. <br>This is an experimental study of a soil washing system consisted mainly of hydrocyclone and flotation processing. Lead and fluorine, two most typical contaminants, were examined. Firstly, lead and fluorine samples before soil washing were fractionated for each soil particle size group. Secondly, each sample at every stage of soil washing was fractionated, i.e., feed, underflow of hydrocyclone, overflow of hydrocyclone, flotation froth and clean sand. Fractionation was carried out by using the modified BCR sequential extraction procedure that is capable of separating samples into five chemical parts, water-soluble, acid-soluble, reducible, oxidizable, and residue fractions. <br>The flotation process was reducing not only the heavy metal content in the feed soil but also the mobile fractions (water-soluble and acid-soluble) related to the leaching behaviour of clean sand. As a conclusion, information obtained by the modified BCR sequential extraction procedure will be used in making judgement how much heavy metal content related to leachability in clean sand will be reduced.

    Behavior of polycyclic aromatic hydrocarbons (PAHs) at the downstream of Yamato River was studied. River water were surveyed once a week for a duration of May to December in 2006, and the sediments were surveyed twice in October and November, 2006. In the river water, T-PAHs concentration changed widely from 8.9 ng/L to 286 ng/L, and tend to be higher when it rained within 24 hours. Benzo [b] fluoranthene and benzo [k] fluoranthene (with 5-rings) were detected in all of the 31 samples of water. On the other hand, anthracene (with 3-rings) and indeno [1, 2, 3-cd] pyrene (with 6-rings) were not detected in many samples. Indeno [1, 2, 3-cd] pyrene was only detected in rainy days, samples in the form of P-PAH. The level of PAHs with 2 or 3 rings in rainy days were almost same as those of sunny days, whereas PAHs with 4 to 6 rings were about 2 to 4 times higher. T-PAHs in the river sediments at the point of receiving road drainage of the Abiko-ohashi bridge was much higher than that at the other points. According to the Chemical Mass Balance method, it was presumed that the sources of PAHs were asphalt and gasoline.

    Cement solidified municipal solid waste incineration fly ash are carbonated and the leaching behavior of Na, Pb and Zn are studied. The carbonation proceeded in proportion to the carbonated time. Carbonation reduced about 10 % of the void of the material. Diffusion test are performed and diffusive coefficient of Na, Pb and Zn are determined. Based on the differnces of diffusion coefficient of each element, influences of physical retention factors and chemical retention factors are discussed. Carbonation raises the physical retention factor. On the other hand, the treatment lowers the chemical retention factor for Pb and Zn. The overall diffusion coefficients of Pb decrease because the physical retention is bigger than chemical retention. However, diffusion coefficients of Zn increase because of the decrease of chemical retention effects.

    One of the processes to degrade dioxin in landfill leachate is the AOP(advanced oxidation process) method that uses ultraviolet rays or hydrogen peroxide together with ozone. In this research, we used the experimental result of the AOP method and applied to various kinds of experimental systems to determine the relationship between the amount of ozone reaction and the amount of dioxin degradation. The main results were as follows: The TOC(Total Organic Carbon) in the raw leachate consumed the supplied ozone by approximately 3.1(mgO<sub>3</sub>/mgTOC). It could be expressed in a linear equation between the ozone reaction amount revised by the TOC and the amount of dioxin degradation, and the slope was about 11.5(pgDXN/mgO<sub>3</sub>). A function of AOP can be expressed by comparing the quantity of suitable ozone reaction to the dioxin degradation. From the degradation ratio of each homologs, the degradation is mainly caused by the hydroxyl radical. To follow the dioxin discharge standard value, it is sufficient to guarantee the revised ozone reaction amount is more than 200mg/<i>l</i>.

    Flow characteristics of pesticides in Yamato River are investigated from the survey of nine months at the downstream of the river. Ten kinds of pesticides in 16 targeted pesticides were detected. All pesticides were lower than the environmental standard value in Japan, althogh propizamid, a herbicide, was detected in comparately high concentrations. Most of pesticidesin the river existed in dissolved form. The fungicide and herbicides concentrations were not correlated with the concentrations of general water quality index. The maximum concentrations of bromobutide, benthiocarb, diazinon and isoprotihiolane in Yamato Riverwere from one to two order higher than those of Yodo river.

    Reduction characteristics of Cr, Cu, Pb and Zn leaching from cement-solidified MSWI fly ash by neutralization were studied. Carbon dioxide was contacted to the cement-solidified material, and the relationship between contacting time and pH changes of the material are described. The test method using phenolphthalein was proposed, in order to get the neutralized condition of material. Furthermore, the tank leaching test was performed to the alkaline material and completely neutralized material, and the leaching flux of Pb, Zn, Cu and Cr from both materials are compared. The leaching flux of Pb, Cr and Cu decreased by neutralization. On the other hand, Zn leaching amount increased because pH of thematerial was considered too low. Keeping the neutralized levels of the cement solidified waste is important to reduce the leaching amount of the heavy metals.

    In this paper, we tried to clarify the fate of xenoestrogens in the sewage treatment facility with the estrogen receptor binding assay. The results were summarized as follows; the equivalent values of xenoestrogens (EVX) to the 17&beta;-estradiol of the influent and effluent were 15 to 54g/day and 1.8 to 7.7 g/day, respectively, and the removed ratios in the facility were 86 to 88%. The EVX removed as the excess sludge was only 5.7 to 10% of the loadings into the aeration tank. Therefore, 71 to 92% of the EVX into the aeration tank was degraded biologically or evaporated in the aeration tank. The EVX circulated through the activated sludge process as a return sludge were 190 to 650 g/day, and these values were 31 to 170 times as much as the loading from the primary sedimentation tank. It was expected that most of xenoestrogens in the sewer were antagonist.

    &nbsp;Soils at Manufactured Gas Plant (MGP) sites are often contaminated by cyanide (CN). Besides free-CN, contaminated soils at MGP sites contain less or little toxic Metal-CN complexes (mostly iron-CN complexes) as a large part of total CN. The total CN is an important index used for the evaluation of soil remediation process such as soil washing.<br>&nbsp;The total CN content is measured by the sediment test method. After having experiences of soil washing for several MGP sites, it has been noticed that the mass balance was not maintained when the total CN content was measured by the sediment test method.<br>&nbsp;In order to eliminate the observed inadequacy of the sediment test method, an experimental study was conducted to modify the method. Each Soil sample from three MGP sites was divided into six parts to make a series of cascade bulk samples. Each cascade bulk sample was mixed with clean sand in such a way that the prepared sample had increased its dry weight by 1, 2, 5, 10, 20, and 50 times the divided soil sample. Then the relationship between the rate of bulking and the test value of total CN content was investigated. The same test is repeated for a standard sample comprising ferric ferrocyanide (Fe4[Fe(CN)6]3) and clean sand. As a result of study, it has been observed that; 1) a bulking factor of 10 is enough to get near true value of total CN content for highly contaminated soils, 2) the test with standard samples of varying total CN content showed a maximum CN recovery rate of 80%, and, 3) no bulking of sample is necessary for soils with less than 50mg/kg of CN.<br>&nbsp;It is concluded that the modified sediment test method is effective and necessary for the quantitative evaluation of cleanup of soils contaminated with CN.

    The grain-size distribution of turbidity, water chemistry, and the size of fine particles associated with contaminants in turbid groundwater were investigated in existing monitoring wells. Groundwater monitoring wells are used in obtaining general information on groundwater quality and specific information on concentrations and specification of mobile contaminants in the vicinity of a monitoring well. This information is used in determining whether a given facility is currently in compliance with regulations. Turbidity (fine particles) are present in monitoring wells as a result of well installation in a stratum containing many fine particles (e.g., clay and silt) at a depth of less than GL-10m, well development, prior purging, sampling events, and natural colloidal transport and deposition over time. It is crucial that samples obtained from monitoring wells accurately reflect in situ mobile contaminant concentrations. The filtration of groundwater samples may remove both mobile fine particles/colloids and artifact particles. The most common groundwater purging method is to purge a monitoring well using bailers or pumps to remove 3 to 5 casing volumes to obtain formation water. In this paper, the concept and numerical formulas of a well-purging model are introduced and discussed. The calculation result shows that prepurging more than 3 casing volumes ensures a sampling of well water which is similar to formation water. The differences between filter pack and gravel pack (filter media #2 - #4) and the method of selecting the sizes of filter media were surveyed and discussed with the aim of installing a monitoring well in a stratum containing many fine particles.

    Research of the mineralogical characterization by the point of view to inert or stabilized conditions, is now on the first step, to offer more useful tool for waste management . In landfill site, it should be the useful the mineralogical characterization based on optics and an X-ray analysis, etc., to determine the crystal structure and mobility of harmful elements from waste Between the leaching test which are done to the respect of stability for the incineration ash or slag, there is the mineralogical changes in the ashes . Especially, it has been understood that the decrease of extraction, cased by ettringite, phase and making to the carbonic acid is confirmed . When the mineral aspect changes after the water contact, the appearance of a specific mineral is expected that it becomes the index of stability, and "Mineralassei" that expects the stability in the past and the future is possible. In the evaluation by the JLT19 method, it has been understood that it is the one that the framework element does leaching test, and the grasp of the interrelation with a mineralogical change is important. Moreover, the chance of quantification by the Insoluble parts evaluation was able to be gripped .

    都市ごみ焼却飛灰セメント固化体に炭酸化処理を行い,Na,Pb,Znの溶出抑制効果を調べた。拡散溶出試験を行って,Na,Pb,Znの有効拡散係数を測定し,物理的な遅延効果と化学的な遅延効果に分けて評価した。炭酸化処理の進行に伴い,Naの拡散係数は小さくなり、物理的遅延効果が大きくなることが確認された。Pbの化学的遅延効果は炭酸化処理を行うことによって増加したが、その程度は処理の日数に大きく依存した。またZnの化学的遅延効果は炭酸化処理を行うことで減少した。Pb、Znでは、重金属の溶出挙動を抑制するためには、化学的効果を的確に捉える必要があると考えられた。

    大阪市の建物構造データと床面積データに,床面積当たりの建物量の原単位を乗じ,GISソフトを用いて,大阪市における建物ストック量を推定した。大阪市全体の建物ストック量は約2億3千万tと推定された。また各行政区の面積当たりの建物ストック量(建物ストック密度)は,0.6 t/m2~4.1 t/m2であり,大阪市全体では,1.0 t/m2であった。行政区ごとに人口とストック量を比較した結果,ストック量は夜間人口(常住人口)ではなく,昼間人口と夜間人口の多い方の値(最大活動時人口)に比例すると思われた。大阪市のストック量を北九州市と比較すると,人口当たりのストック量はそれほど大きな違いはなかったが,面積当たりのストック量は大阪市が非常に大きく,大阪市が建物ストック密度の高い都市であることが示された。
