Housing policy is a core subject in social policy. Britain has presented an interesting development. The post-war welfare state provided council housing, but Margaret Thatcher's government implemented a 'right to buy' programme under her privatisation policy. While public sector housing provision declined, cash benefits to support tenants have grown since the 1980s. The current coalition government aims to cut the social security benefits, and in particular to target housing benefits. It is feared that the recent policy changes will lead further difficulties for those with housing needs. Analysis of British housing policy offers a good platform for social policy debates, including the roles of state, market, cash benefits, and social housing for fulfillment of citizens' basic needs. It is also important to examine the outcome of housing policy in the context of social exclusion. My paper will try to suggest the direction for Japanese social policy by evaluating the British policy developments.

本研究では、利用者や家族介護者、他の社会資源との関係が構築された介護支援専門員のアセスメントにおける情報把握(「情報把握」)の構造を明らかにした。調査方法は、Aブロックの介護支援専門員協会の介護支援専門員に郵送調査を実施した。有効回収率は48.3%(169人)であった。分析は、探索的および確認的因子分析を行った。因子分析の結果、「生活観とライフスタイルの考え方」「人的経済的状況」「家族介護者の状況」「意思疎通および理解の状況」「個別的家事支援の状況」情報の5因子が抽出された。モデルの適合度はGFI=0.934、AGFI=0.902、CFI=0.993、RMSEA=0.020と統計的な許容水準を満たしていた。因子間の相関では全因子に正の相関がみられ、特に「生活観とライフスタイルの考え方」「人的経済的状況」「家族介護者の状況」情報の因子間は相関が高いことが明らかとなった。(著者抄録)

The current study aimed to clarify the structure of gathering information in assessment of relationships with client and caregiver, and use of other resources by Care Managers. The participants in the study were affiliated with the Association of Care Managers. The research design was the exploratory and confirmatory factor analyses. The response rate by mail was 48.3% (N = 169). Five factors in the gathering of information were extracted by the factor analyses ; "client's life style" ; "human and financial resources" ; "the conditions of the caregiver""client's ability in understanding and communication" ; and "individualized housekeeping supports." The goo dness-of-fit test showed a fit index of GFI = 0.934, AGFI = 0.902, CFI = 0.993, RMSEA = 0.002. Inter factor correlations were examined for all factors, and three factors ("client's life style" ; "human and financial resources" ; "the conditions of the caregiver") were found to be highly correlated.

目的 介護保険サービスの新規利用者の生活の質(QOL)が,介護支援専門員によるケアマネジメント実施前と比較して,実施6ヵ月後にどのように変化しているのかを調査し,ケアマネジメント実施の効果を明らかにすることを目的とする。方法 近畿地方の4府県の介護支援専門員協会・協議会の会員で,かつ居宅介護支援事業者にて従事する介護支援専門員が担当することになった新規の利用者本人を対象とし,介護支援専門員が利用者本人に尋ねて記入するという他記式調査を行った。調査期間は,初回調査が平成16年8〜10月,2回目調査が平成17年2〜4月であり,それぞれの対象者が初回調査に回答した日から6ヵ月後に2回目調査を設定した。有効回収数は,初回調査が158人,2回目調査が120人であり,分析対象者は双方の調査において要介護度の記載も含めて回答があり,かつ自分自身のことについて意思表現に困難のない利用者91人とした。利用者のQOLをみるために,主観的健康度,睡眠,食事,家事,経済的安定感,対人関係,住環境,抑うつ,自己決定,生きがい感,生活満足度という11のQOL領域,計23の調査項目を用意した。結果 利用者のQOL各領域の得点の6ヵ月後における変化を対応のあるt検定により検討した結果,初回調査時の各領域の得点の平均値を基準とした「低位群」の場合は,ほとんどの領域において肯定的な変化がみられた。一方で,初回調査時の各領域の得点の平均値を基準とした「高位群」の場合は,肯定的な変化はみられず,ほとんどの領域において低下していた。結論 ケアマネジメントの目的である生活の質の向上に関して,ケアマネジメントによる効果は,当初のQOL領域の得点が低いレベルの場合にはその効果が比較的高いが,当初のQOL領域の得点が高い場合においては,生活の質の向上や維持に不十分であることが考えられた。ケアマネジメントを実施する介護支援専門員は,特に新規利用者のうち身体機能面・社会環境面,精神心理面の生活の質が比較的良好な利用者に対し,これらの状態が低下しないように努めることや,生活の質が部分的に低下しないように利用者の生活の質を総合的に注視することが求められる。(著者抄録)

This study focuses on emerging housing vulnerability in England and France and examines the policy framework for 'Combating Social Exclusion' in housing field. It argues that 1)housing vulnerability based on social exclusion concept has been leading area based comprehensive housing policies, 2)the ideas of 'empowerment' and 'social mix' have linked with concrete measures for renewal of rundown neighborhoods, 3) although the evaluations depends on the standpoints, the significance of area based approach seemed to be shared among policy makers and 4)socially vulnerable households tend to concentrate in specific neighborhoods including public rental housing estates in Japanese big cities, too.

This paper will focus on the recent development of Japanese family policies in a comparative perspective. The rapid fertility decline has led to new policy initiatives for families and children. Childcare services have expanded since the 1990s, while the reconciliation of work and family life has been addressed by these new policies. On the other hand, direct economic support of families with children has not improved and the level of support is still inadequate. A comparative analysis of the policy package including cash benefits, tax allowances, childcare services and other subsidies, which support a family with the costs of rearing children, suggests that Japanese packages were less generous than most other industrialized countries in 2001. It is also important to note that this situation has remained unchanged during the last five years, despite the importance of supporting families that has been repeatedly emphasized in domestic politics. This is in sharp contrast with policy developments in Britain, where the support packages since 1997 under the Labour government have been improving in order to tackle child poverty. The new initiatives of British family policies include the introduction of tax benefits and increasing childcare cost tax deductions. There are some arguments for increasing the level of cash benefits to halt the fertility decline in Japan. In fact, child-related tax benefits are limited and less generous in terms of amount and provisions compared with other countries, and it is important to extend benefits and reduce the costs of rearing children. However, economic support of families should not be considered in the context of demographic policy. Japanese family policies need to pay more attention to poverty among children, particularly the issue of single-parent families, which is also spreading as a result of the rising divorce rate. As the hardships of single-mother families can become more evident in a country with a social system based on a male-breadwinner family model, this will be a major issue for Japanese social policy. The main aim of future family policies should be supporting children, not increasing their number. It is necessary for us to respond to the wide range of issues brought by family changes, which are well beyond the scope of the fertility crisis.
