    This paper reports the results of the Ikuno Ward Elderly Survey conducted in 2017. Although surveys and field research have been conducted on Zainichi Korean elderly living in Ikuno Ward, no survey has been conducted on a sample representing the entire population of the elderly in Ikuno Ward, including Japanese. In order to accurately grasp the actual condition of the elderly people of foreign nationality, it is necessary to conduct a survey including Japanese elderly people. In this study, we used a mixed research method that combines a sampling survey and a life history interviews. This time, network and health were mainly analyzed. As a result of the survey, it was found that Zainichi elderly have low incomes and have more income other than pension, and that the closer the network is to relatives, the more depression tends to occur, and Zainichi elderly have a stronger effect on this tendency. From the life history interview, the following three points were found: 1)Jeju Island network, 2)original care network, and 3)limitations and problems of the system.

    In this article, we will analyze the results of our study to find answers to four questions.The first is to analyze opinions gathered to see if the view that poverty is the fault of the poor themselves is a determining factor in decisions made on anti-poverty measures. The second question requiring verification is whether or not it is true that people who have fallen into financial distress actually support cutting welfare payments. The third question we will examine is whether neighborhood effects exist in Osaka, a city with striking differences between residential neighborhoods. In other words, do the living environments in the various residential neighborhoods affect the ways in which residents think about poverty? The fourth question we will address is whether or not residents’ perceptions of poverty actually have a determining effect on policies adopted to deal with it.

    In Japan at present, fecal occult blood testing (FOBT) is recommended for cancer screening while routine population-based prostate-specific antigen (PSA) screening is not. In future it may be necessary to increase participation in the former and decrease it in the latter. Our objectives were to explore determinants of PSA-screening participation while simultaneously taking into account factors associated with FOBT. Data were gathered from a cross-sectional study conducted with random sampling of 6191 adults in Osaka city in 2011. Of 3244 subjects (return rate 52.4%), 936 men aged 40-64 years were analyzed using log-binomial regression to explore factors related to PSA-screening participation within 1 year. Only responders for cancer screening, defined as men who participated in either FOBT or PSA-testing, were used as main study subjects. Men who were older (prevalence ratio [PR] [95% confidence interval (CI)] = 2.17 [1.43, 3.28] for 60-64 years compared with 40-49 years), had technical or junior college education (PR [95% CI] = 1.76 [1.19, 2.59] compared with men with high school or less) and followed doctors' recommendations (PR [95% CI] = 1.50 [1.00, 2.26]) were significantly more likely to have PSA-screening after multiple variable adjustment among cancer-screening responders. Attenuation in PR of hypothesized common factors was observed among cancer-screening responders compared with the usual approach (among total subjects). Using the analytical framework to account for healthy-user bias, we found three factors related to participation in PSA-screening with attenuated association of common factors. This approach may provide a more sophisticated interpretation of participation in various screenings with different levels of recommendation. This is the first study to explore determinants of PSA-screening participation while simultaneously taking into account factors associated with FOBT, and propose a simple analytical framework for "among-responders analysis."     2011年9月〜11月に大阪市在住の無作為抽出した25〜64歳の成人6191名を対象とした断面調査を実施し、がん検診参加などの健康転帰を評価した。3244名から回答が得られた。40〜64歳の男性936名のうち、便潜血検査、前立腺特異抗原(PSA)スクリーニング、またはその両方を受けた464名をがん検診のレスポンダーと定義し、主な被験者とした。専門学校または短期大学を卒業しており、医師の指示に従う年配のがん検診レスポンダーは、多重変数補正の後、PSAスクリーニングを受ける傾向が有意に高かった。また、過去3年間に健康診断を受けたがん検診レスポンダーでは有病率の低下を認めた。healthy-user biasを説明するための分析フレームワークを用いることで、PSAスクリーニングを受ける三つの要因を検出した。

    2005年にフランス全土で広まった都市「郊外」の暴動に参加した「若者」たちは、それまでの非行グループなど一部ではなくより広い範囲の「若者」を巻き込んだ。翌年には初期雇用契約(CPE)に反対する「若者」たちの抗議運動もつづいた。メディアはつねに「郊外」や「若者」をターゲットとしてとりあげてきたが、これらの動きは、とくに若者たちが全般的に「不安定」な状況に陥っていることを示している。

    In this article, we discuss on 1) the Diagnosis of the time in the age of Risk society, 2) the problem of social exclusion and 3) the possibility of the economy of social solidarity. In this epoch, Risk is prevalent in all fields and it traverses the frontiers of institutions that developed in the first modernity. This sort of new insecurity in the second modernity is the source of the social exclusion, not of the poverty in the industrial society. The social exclusion is not simply the deficit of the distribution, but also the absence of the sociability. And it is the problem of the relation of the individual and the social totality. Finally, we examine the project and theory of the economy of social solidarity that attempt at the integration of the excluded peoples in the social totality and at the realization of the social mix of the three axes of the economy ', market, redistribution and the reciprocity. This multiple and alternative movement is the local one, but it also prevalent in the global dimension, particularly in Europe and Latin America.

    本稿では、フランス地域交換アソシアシオンであるSEL（地域交換システム）とRERS（知識の相互交換ネットワーク）の仕組みを検討する。そしてこれらのフランスにおける経験を事例にしながら、地域通貨を社会・連帯経済の歴史的な文脈でとらえると同時に、地域通貨による紐帯形成について考察する。「市場」と「再分配」にもとづく福祉国家に加えて、「相互性」を軸とした連帯経済論では、交換をつうじて社会的紐帯を形成するアソシアシオンとしてSELやRERSを位置づけることができる。

    90年代から2000年代の始めにかけて「地域通貨」と呼ばれる取り組みが全国で広まった。海外では1980年代前半から先進各国に広がり、すでに数千の地域通貨が存在するといわれている。日本でも2000年代始めには130以上の地域通貨が始まるほど大きな広がりをみせた。本稿ではまず地域通貨の歴史と世界的な広がり、国内における発展を概観したうえで、筆者が2002年に実施した国内の地域通貨調査を踏まえながら、地域通貨による社会関係の構築について考察する。

    Recently, local currencies have developed rapidly in Japan and are being used for diverse purposes. But there is confusion about their significance because of their practical orientation. This paper examines the systems known as SEL and RERS, which are local exchange associations in France. We consider how local currencies aid the formation of social ties in the historical context of the economy of social solidarity. For the economy of social solidarity, it is not sufficient to consider only markets and distribution. We much consider reciprocity as well. We think of local exchange associations, like SEL and RERS, as ways to systematize exchanges of reciprocity that contribute to the formation of social ties. This approach helps us understand the significance of local currencies.

    本稿では、近年新しく開発された市民参加の具体的な手法のいくつかを検討することによって、リスク社会におけるデモクラシーの問題を考察する。行政改革の流れのなかで積極的に導入が試みられている「新公共管理論」や、参加民主主義的な「市民ワークショップ」などに加えて、近年では、審議デモクラシー論に影響を受けた「審議調査」や「市民陪審」が研究され、実験されている。しかし現代の社会的コンフリクトの源である「リスクと危険の分裂」構造は、これらの手法の限界とともに新たな課題も現れている。

    In this article, I examine how a modern society could deal with Neue Unsicherheit in an age of globalization. Under the conditions of contingency, all decision contains risk. According to Luhmann, the risk is a damage caused by one&#039;s own decision, while danger is a damage caused by decision of others. This circulation of risk and danger is expanding in the contemporary society. And Luhmann and Japp identify modern society with risk society.&lt;br&gt; However, in my views, this definition of risk is not sufficient to explain the notion of risk society. The specificity of risk society is the limit of insurability. The contemporary risk is global, and not covered by the Welfare State because the current social security system is based on the principle of insurance.&lt;br&gt; The ecological and economic globalization is breaking the basis of established &#039;insurance society&#039;. However, in the process of globalization, the solidarity of civil society is expanding with the growth of danger.

    本論文の目的はリスク社会の理論と保険社会の概念の関係を明らかにすることである。エヴァルドは保険社会の概念を用いて福祉国家の歴史的発展を分析した。彼によれば、近代を特徴づける保険化の過程は多様なリスクをカバーしてきたのである。しかし現代社会は、近代化の過程そのものが解放した新たなリスクの特徴のために、保険可能性の限界に直面し、「警戒」原則が前面にあらわれている。

    ベックのリスク社会の議論は影響力が大きなものであるが、いくつかの難点をもっている。個人化の過程で階級が解体されつつあると論じているが、単純化しすぎである。これにたいして、個人化にたいする批判や、客観的なリスクとリスク知覚とのタイムラグの媒介要因を考慮する必要がある。本稿では、個人化過程のなかで、制度の外部で生じる新たな規範的強制の文化形成としての連帯個人主義論を検討する。
