タイ国において、自治体間及び中央政府と自治体間での政策波及に関する探索的調査、及びタイの諸地域（北部、東北部、中部、南部）の政治文化や政治意識に関する異動について、バンコク・近隣県、及び東北タイのコーンケーン県において、内務省関係者、自治体関係者、有識者に聞き取り調査を行った。

フィリピン地方自治省地方自治アカデミーの依頼で、ASEAN＋３（ASEAN10か国＋日・中・韓）の13か国によるBaseline Study on Governance Systemsに関する共同研究で、日本の地方自治に関するカントリー・レポートの執筆責任者に指名され、Validataion Workshopにzoom参加、コメントを行った。

2017年11月3日(金)～5日(日)にかけて、韓国から来日した大学生15人と市大法学部生5名を含む日本人大学生・大学院生13名が、京都と大阪で交流事業に参加し、その受け入れ準備と当日の司会を担当した。本企画は、（社）韓日未来フォーラムによるもので、今年9月上旬に日本人学生が韓国を訪れたことに引き続き、今回は韓国人学生が日本を訪問したものである。日本からは大阪市立大学をはじめ、京都大学、神戸大学、関西学院大学の学生が参加し、韓国側は全国の大学から選ばれた学生で構成されていた。「北東アジア情勢と日韓関係：未来世代の夢と役割」をテーマに、4日午後は京都大学で分科会討論と総合討論を行った。分科会では事前に設定したテーマについて通訳を交えて話し合い、総合討論で同じテーマについて全体で討議した。永井が総合司会を務めたほか、事前のペーパー提出などの事務も負担した。

2017年9月8日(金)～10日(日)、韓国ソウル特別市にある淑明女子大学において、（社）日韓未来フォーラムが主催した「北東アジア情勢と日韓関係、及び未来世代の夢と役割」をテーマに、日韓の大学生・大学院生約30名が集まり、討論会に参加した。日本からは大阪市立大学のほか、京都大学、神戸大学、関西学院大学から選ばれた計13名の学生が参加し、その引率を行った。大阪市立大学法学部には4月に参加の打診があり、5月上旬には法学部2回生以上を対象に説明会を実施、希望者を募ったうえで、面接を行ったうえで5名の法学部生を選抜した。6月中旬～9月上旬にかけては、学生とともに6回にわたり事前勉強会も実施した。

韓国ソウル市立大学政経学部の研究者13名と本学法学研究科と学術交流フォーラムを開催。研究会の冒頭、法学研究科の金澤真理研究科長とソウル市立大学政経学部の権寧周学部長からそれぞれ挨拶があった後、手塚洋輔法学研究科准教授が「弱い国政と強い地方──被災者支援政策における90年代改革の影響」というテーマで、またソウル市立大学からは李英漢教授が「地方公企業の会計検査と経営評価」というテーマでそれぞれ報告。李秉河ソウル市立大学教授と阿部昌樹法学研究科教授からコメントがあり、活発な議論がなされた。
